Moved Eric's teff fiducial notebook into maf/science directory, reran with rubin_sim_data baseline simulation.

This notebook serves more as an example of tracking the effects of the throughputs, seeing, sky brightness, and then the typical values (airmass effects) from the survey strategy. Perhaps could more effectively go into an lsst-pst directory (maybe we move this later), but is good to get documented online.
