Filtering might be good in scenarios where the user knows what he wants to find, e.g. a country selector at a airline booking page. However, in context of the application he cannot know what questionnaires exist and what is their content.
In terms of categorization the argument is similar. It might group the questionnaires up, however the content is not obvious.
For the moment, the ticket is closed, but might be reopened once the problem gets practical.
At some point in time the number of questionnaires might be too high to be usable. There should be some type of categorization or filtering functionality.
