cn=config should now be the default.

here is the algorithm:

when there is nothing in slapd.d,
import config-template.conf into slapd.conf, replacing all variables (slapd-cli job)
convert slapd.conf into slapd.ldif (slapd-cli job)
generate a new config-template.ldif file from slapd.ldif (slapd-cli job)
import new config-template.ldif (slapd-cli job)

we need more simplicity:

in case of fresh install: import config-template.ldif (conversion, generation tools would be useful for package maintainers to update the config-template.ldif)
in case of upgrade: maybe we need a system of patches updating the modified parameters of configuration (patch-2.5.7to2.5.8, patch-2.5.8to2.5.9). The package would try detecting correct versions and applying the appropriate patches

As discussed in #75, there is no special need for updating the configuration during openldap upgrade.
