Add page to show all users and their locked status #131

I would like to have a page where I can see all users and their current locked status. This would give (smaller) organizations a better overview of all users and their status.

I have already made a few adjustments to this. Unfortunately, these are not quite finished yet, but the basic functionality is there. Can I simply push this or is there anything else I need to consider?

How is it different from the "Locked account" page?

On the "Locked account" page, only displays the locked accounts are displayed. I need a page that show all accounts and their locked status.

You can still propose your contribution, we'll see if we include it in the product or not.
