I'm also getting the same error, and I have a new install, and yes I've fully updated, of ComfyUI. I only have ComfyUI Manager and I have another plugin called Ranbooru, and that's it

Furthermore, yours says for the LatentUpscaler, mine is with the ImageUpscaler, but i guess they both have the same issue:
