Identify a pool of individuals who will serve as science mentors for group projects and speakers as well as suggest project ideas

[x] Create mechanism for submitting project ideas
[x] Create mechanism for ensuring the project mentors are committed
[ ] Reach out to potential speakers
[x] Reach out to current and past synthesis groups

@marty-downs , is this task done? I know we've officially identified mentors for all the existing project groups but if this issue continues to serve a larger purpose we can definitely leave it open!
