I need this to fix the USB bug downstream in Detox.

Just a note, as I have been unclear before: I don't need this to actually be merged, I just need my branch to exist so I can use it downstream. It may be a better course of action to not merge this, and wait until a new version of stm32l0xx-hal has been released, with the required changes.

Pushed another commit that removes some outdated dependencies.

Updated the first commit. Upgraded to the latest Git version of stm32l0xx-hal (again) and included some more info on the motivation.
