Recognize addresses tagged on or inside buildings #4

Mark such building as tagged. Warn when a building by that gets more than one house number.

Sometimes the exact location of separation of numbers is not known. Then one building with multiple numbers inside are IMO a valid solution. I would propose the other way round: if one building has only one entrance with a number or one numbernode inside, the adress should be moved to the building. If it has many, we could not decide.

We should also check if the address on the building and as a node are contradicting.
