Fix: fallback to en_US.UTF-8 locale if C.UTF-8 is not present #75

The C.UTF-8 locale is not available on all distributions, therefore we try to fallback to en_US.UTF-8 if setting C.UTF-8 as the encoding for executing a command during an analysis test fails.
