When clicking the next/previous state change buttons, popping the tooltip of the newly-selected state can be useful, because the user would necessarily have to move the mouse away from the toolbar to show said tooltip.
The positioning of this tooltip will have to be related to the state rectangle itself (but still inside the window) and not the mouse cursor.
