Incorrect conversion of values with affinity REAL to string.

Conditions:
1. table has column of REAL type
2. value obtained using sqlite3_column_text

Problem: 
sqlite3_column_text returns some strange values that depend of current culture.

Testcase is attached.

Testcase output:

invariant culture
value: 0.1
value: 1E-09.0
ru
value: 0,1.0
value: 1E-09.0

Values returned by native library:

invariant culture
value: 0.1
value: 1.0e-09
ru
value: 0.1
value: 1.0e-09
