Switch to LuaRocks 3 as latest #3

when LuaRocks 3.0.0 was introduced, latest became a alias of 3 serie. but with 3.0.2, latest was reverted to 2.4.4.

that happens between releases 0.19.0 and 0.20.0, so hererocks was never released with LuaRocks 3 as latest.

now, LuaRocks 3.2.x seems mature/stable.

I agree! I have put more tests in place and this latest release 3.2.1 hasn't had any new major issue reports.
