Apply samples to doppler-broadened cross sections #300

This issue was already raised in #254 . Here more detailes are given on the implementation, not on the physics.

Applying perturbations to doppler-boradedn cross sections rquires:

to use the method sandy.Endf6.apply_perturbations on a pregenerated PENDF file (already doppler-broadened)
possibly to concatenate ENDF-6 objects at multiple temperatures in a single file

The first item was addressed in #299 . Now a pendf instance can be passed as a keyword argument to sandy.Endf6.apply_perturbations.

The second item was tackled in #298 . With keyword option fendto sandy.Endf6.write_string it is possible to omit the end-of-file line when wrtiting to text.
