Default cmdaccess is 0 while it should be 100.

I fix it for "admin" and "misc" command volumes.
Other commands access must be handled by plug-ins developers or bot 
administrators. 
There is many commands such as web ht, web curr, iq ping, etc... This commands 
for
many reasons have access level 0, and bot administrator does not need to set 
access
levels.
If you have another things, tell me and we will speak about it and think about 
how to
implement.
