Fluid Tanks don't properly display/drain into each other

Each layer of the tank has a remaining little bit of liquid at the bottom that doesn't drain down to a lower layer, see attached image.

the very top block has no input so it should drain down and display properly, but instead, it shows a small remainder of the liquid in each layer of the tank.
