Fix character encoding #12

The first upload on galilinux didn't quite turn out as expected, with a bunch of funny characters in the teaching section (in Italian)

Basically I believe I have the encoding right on the static html side, and the server was misconfigured.

I added a .htaccess file in the repository root reading like

AddDefaultCharset UTF-8

and now things seem alright.

And the thing works out of the box on the unipi server.
