Fontawesome https://fontawesome.com/ seems like a popular solution, with a free "plan". You can download the icon set or link a remote css.

The project is hosted on github, with LICENSE at https://github.com/FortAwesome/Font-Awesome/blob/master/LICENSE.txt

It doesn't seem terrible.

And then the google material design icons https://google.github.io/material-design-icons/ Again, this is on github and can be downloaded. Apache license. Full list at https://material.io/tools/icons/?style=baseline
