This causes weird issues with /homeless-shelter being created:

$ mkdir /tmp/test.nix_users_chroot && ./nix-user-chroot /tmp/test.nix_users_chroot ls -ld /
drwx------ 55 jcumming users 4096 Mar  6 13:46 /
