KCWI rotator #6

Rotator was not responding at the start of the night. I also could not offset - any command I sent via MAGIQ or handpaddle was reversed immediately.

Greg called Shui and Liz happened to come in about this time. Combined efforts brought the rotator up and operational! Restarting the rotator watchdog on KCWI and the Rotator IOC in TCS were parts of the fix. There appears to have been a major communication fall out that happened and restarting both the TCS and DCS gateways were not enough to fix it.

This was probably solved by restarting the Rotator IOC
