Also have a setting for backup email. This is for the boss or peer of the admin to step in for emergencies. This should have setting for how long to wait. There should be a default value of 12 hours.
When the alarm goes off, send an email to the admin. Now set the secondary alarm. If the admin doesn't respond within 12 hours, email the backup admin.
