redo footer to match paige intention #259

The footer in paige's original mock at public/corporate_home looks really different than the old global footer.

Need to restore that look in the new home page.

This is somewhat moot since I switched the home page to use paige's original mock at public/corporate_home instead of the refactored main.html shell. At the least it can wait until I have time to refactor main.html.
