I think it would make sense to use headings instead of nested lists to display the list of templates on the index page.
It makes more sense, conceptually, to me to treat each language as its own section. Headings would be visually more distinct and help people find the section they're looking for. Avoiding nested lists is also better for mobile support, since it would need less space for the indentation.

Here's a branch where I was experimenting: https://github.com/nikkiwd/tool-lexeme-forms/commit/eb7f13ae06f54f24d11c32e67f6b8f0ecdd88f37 In that branch I also made it use multiple columns when there's enough space, to make better use of the space, and turned the language code into a clickable anchor link, to make it possible to discover those anchors.
