To make it easier for people to find the templates most relevant to them, I think it would make sense to put the languages the user has already said that they know at the top of the page.
The user's Babel languages can be fetched using meta=babel: https://www.wikidata.org/wiki/Special:ApiSandbox#action=query&format=json&meta=babel&formatversion=2&babuser=Example
