572a409fb7ffe727a2cc6a4d9d80b3c423df423b Added the resizing function image Appears to work fine, will perform a few extra tests.

image Although I am using unsigned ints, I still need to account for the fact that negative values will get turned into 0, and opencv doesnt like that
