Use case 1: a template which adds a branded border around an existing article intro/full text image.

Use case 2: (very helpful if #6 is implemented) Placeholder images for breaking news. News sites do that when there are breaking news and they want to get the content out without having to go through the art department / stock photo library. Someone could set up a template with a placeholder image and no text to cover that use case.

Agree. This seems like a plausible and common use case.
