Add Datadog support for StatsD metrics #68

Previously, we were using a version of a StatsD client that was not maintained and did not support Datadog features like tagging. This replaces the StatsD client with a StatsD compatible client that also supports Datadog specific features. If you optionally enable Datadog support, tagging will be used when reporting metrics.
