Crystal and ci updates #1862

Purpose

Set min Crystal version to 1.10 now that we're deprecating support below 1.10 https://github.com/luckyframework/lucky/blob/3c5c296cebed5eba99ad05b1b65d40d3046c0520/src/lucky/routable.cr#L308

This also updates the CI latest versions and as well as some deprecation that show up in Crystal 1.12 now
