I am experiencing the same problem, and my log file is more or less identical.
Only the path names in my log are different, where I have placed the Carma data
in the same folder as OpenC1:

Opened D:\Games\OpenC1\OpenC1Settings.txt
Opened D:\Games\OpenC1\DATA\races.txt

However, I have noticed that despite copying the entire DATA folder from the
original Carmageddon CD, the file RACES.TXT (and also GENERAL.TXT, OPPONENT.TXT
etc) all contain garbled, unreadable data, whereas in the the non-copyrighed
Data folder those files contain readable text and numeric data. As I have not
poked around before in Carma's data files, I am assuming that this is normal,
and that OpenC1 can work around this.

I am using version 1.3.1 of OpenC1, running on Windows Vista SP2 (Business
Edition), with UK English localization.

So far I have only tried removing the Read-only attributes on the Carma DATA
folder, but that hasn't resolved the problem. I'm not sure what else to try at
the moment.

By the way - do people on here have to refer to it as the "1997 driving and
killing game", or are we allowed to say "Carmageddon", "Carma", etc?

Yep, I'm experiencing the same issue as well. My log file appears to be
identical to the one attached to the first post, but I've provided it in case
there's any details I've overlooked.

OpenC1 v1.3.1 - Windows 7 Ultimate Edition x86 - UK English localization.

you need to decrypt game files first, run carmageddon in dosbox and type
"iwanttofiddle" in race selection menu (you will hear sound when you type it
correctly)

Thanks comment #4 - the game is now starting up OK. However, it crashes about 3
seconds after pushing the "Start Race" button with a
System.ArgumentOutOfRangeException error. Blarg. Log file is attached for this
crash - at least it gets quite a lot further than it did before.

All I've noticed that's unusual (or possibly standard, I haven't played this
game much before OpenC1) is that on the Car Selection screen, pressing Up to
select the first car listed above Max Damage is an "Invalid car data file" -
all other cars show up correctly on that screen.

Otherwise, I have an ATi graphics card (Radeon HD 3850) and have also tried
setting the "Culling disabled" and "Fog disabled" options to True, but this
hasn't made any difference.

@ thedaytoday;

Did you use an alternate installation of Carmageddon to decrypt the files, and
then copy them to a pre-installed DATA folder in your OpenC1 directory? I used
a second installation of Carmageddon (from within a Virtual Machine) to decrypt
my files, and I copied them over incorrectly, resulting in the same error you
received.

There's more decrypted files required than those in the root DATA folder -
there's several more located in the sub-folders. You need to copy the ENTIRE
decrypted DATA folder from your other installation into the OpenC1 folder for
the program to run correctly. :)
