devenv_large_tests not run against non-devenv-latest #173

The devenv-latest package implicitly runs the devenv_large_tests as it's 
already a slow building package.
The devenv package, however, intentionally does not.
The intention was that the devenv_large_test.py suite would be run instead as a 
separate bot step, or only when building on the buildbots. This didn't happen, 
however.
Having this test suite run would be useful, as it detects regressions in the 
sdk or incompatibilies between devenv's core and the pinned versions of 
packages.
