Replace tagger search form with JQuery filter+autocomplete search bar #172

This JQuery plugin could be used to make an autocomplete search field in the /cop_face tagging app. I'm envisioning a person starts typing out the name or badge number and matching officers come up, which a user can then click. This means they would no longer need to open up a separate form and dig around to find the officer in the roster (a much nicer experience for the volunteer).

@redshiftzero Is /cop_face being used at present? I don't see a link to it in the UI.

Ah yep it's still in use: it's the officer identification task. If you're logged in you can go here to check it out.
