Update some branding elements #494

We have a pretty nice website design. But based on discussions with @nmorduch, it might be worthwhile to reconsider some elements:

I like the rounded buttons on zcash: https://z.cash/ (though the all caps I'm not wild about)

I think we want it to look friendly for potential complainants or volunteers but also we want to make it clear that it's not associated with law enforcement. A friendly-ish designs like: https://opendata.cityofnewyork.us/ might be a good line to walk here

For LPL proper, we use red and black as primary colors, but I think for OpenOversight we should avoid those colors as they are pretty intense.

I would recommend not going CamelCase on the title because to me that reads very tech or corporate, but I expect that's a bigger decision than changing fonts &c is.

To be fair, the camelcase thing is also my personal preference. Might be worth asking around with non-tech people about whether they find it very tech/corporate
