Enable creating projects on the fly #237

Is your feature request related to a problem? Please describe. Project needs to exist before uploading the file into application. For more flexible workflows, the application should allow to create projects on the fly, together with generating the share token.

Describe the solution you'd like New administration level settings for the above mentioned functionality.
