Fix modified OCTO_USER (different from "pi") #32

Changing the OCTO_USER in manifest led to build issues:

  1. Build failed due to missing directories.
  2. Setting up webcamd didn't work because the refered tag in github didn't support changing user name.
  3. Enabled service webcamd at boot time by default (No configuration required to support USB web cam)
  4. Fixed citrico-config: Editing webcam configuration was not stored after pressing OK.
