OrcaFlash: rethink the delay #18

At the moment the OrcaFlash waits for a certain amount of milliseconds in the Start method before really starting with the acquisition. However, it sends already a start to the observers (daqmx). The DAQmx needs to start first, as you have to make sure it waits for the external trigger and the camera as clock. We've put the delay in, to make sure that the daqmx thus start first and has the 'delay' time to do that. However, the stage already starts already with moving with the Start command. Possible solution would be the have the stage wait for the same amount of time as the camera.

wait in orca is now in settings cluster so it can be send to tomo via mapping script. i placed the wait in the tomo proceed. hope it is the correct place- needs to be checked.

Can we set a general wait time in the tomo and send it to the orca AND to the stages?
