tomo: estimate current time has a weird calculation that i dont understand #21

right now there is a control in the configuration cluster that states a stack overhead time (currently set to 5s). this value is weirdly added and it makes no sense to me.

stack overhead time is a wait time between stacks to allow enough time for the stages to travel. this time is NOT an actual wait time but rather allows for a more accurate estimate of the total tomo time.
