psi_solver_petsc_var_epsilon_solve unresolved at -O2 #271

At -O2 we require a stub implementation to prevent

libludwig.a(psi_petsc.o):(.data+0x18): undefined reference to `psi_solver_petsc_var_epsilon_solve'

This is fixed at 0.20.1
