item/id is simply a local identifier used to reference and merge items in the items array. If your source data doesn't include identifiers for items, you can generate identifiers as part of your data pipeline. The only constraints are that identifiers must be unique within the scope of the items array they belong to and must be consistent across releases relating to the same contracting process.
