I GUESS all the releases in the release array should have the same ocid, according to Duncan's email.
The ocid is a unique identifier for each contracting process used to join up data published at different points in time. For example, if you first publish an OCDS release with details of a tender and later publish an OCDS release with details of a contract awarded as a result of the tender, using the same ocid for both means that users can join up the data to get a complete view of the contracting process. (Note that there is a separate release id field used to uniquely identify individual releases within a contracting process).
