For the time/date strings that we're showing right now are they GMT+8 time? #34

QQ. Should the time be based on Taiwan's time? I'm suspecting since I see date in output file as 2019-07-28T16:00:00.000Z, but I don't see 28 in the inputs.

Yes, I think we are using this method parseTaiwaneseDateStringToDate. The date you saw might be related to contractingPeriod which mostly starts on one day after award and ends in XXX days, so they don't show up in the original notice.
