This is the basic README.md structure describing what the app is and how to get the app up,running and how to build the judge through rake tasks. Fixes #18

@divyanshumehta add those lines which we had earlier and also provide a link to revi-oj. @eh2arch can you give us access to "eh2arch/revi-oj" docker image. So that we can add more languages.
