update libiio to version 0.23 #68

is it possible to update this library to the version 0.23 ? when using the pluto-SDR with the latest firmware, like mentionned in the official documentation it throw a lot of warning concerning this library. They disappear when downgrading the firmware of the pluto. Have a great day !
