search and additional site improvements

This PR contains improvements to issue https://github.com/luisFilipePT/github-covid-finder/issues/23

• [x] Add link to info text regarding the rate limit to search github api
• [x] Search on click on the icon search
• [x] Add tests to the search
• [x] Move search to the navbar

Additional improvements:

• [x] remove useEffect dependency so it run only once
• [x] fix bug where search term state not being updated on each keystroke because no onChange being used on the input
• [x] show loading when fetching data
• [x] update some styling

Notes:

• I noticed that the dependency of searchState was there to be automatically refetch data on searchState changes but the update was very frequent if user typing on input but debouncing the input also one solution to it but then the Input has the use of pressing enter key and click on search icon to begin searching, so that is why I thought maybe I should remove the dependency on the useEffect
