I would like to have auto balancing command in non autohosted games too.

At the moment auto balancing just shuffles the players so you can use !sp to do 
this
in regular games. However, even when auto balancing is properly implemented 
regular
games don't query the database for player scores and therefore it wouldn't be
possible to balance the teams anyway. This is unlikely to change and therefore 
won't
be fixed, although it would be possible with a source code modification.
