Synchronize

I noticed that if you have 2 ghost sharing the same myself db, it doesn't
synchronize the admins across two ghost bots. Only way to have it so its
synchronized is if both bots are started. Other stuff likes stats works
fine. Thumbs up on that :).

It's not need to have something to check for changes, but a command maybe
like !refreshdb, or !syncadmin, or !reloadadmins would be nice.

The admin lists should be automatically updated on each bot every 5 minutes and 
the
ban lists should be automatically updated on each bot every 60 minutes. If you 
add an
admin on one bot all other bots using the same database should learn about the 
new
admin within 5 minutes.

I will leave this issue open for now in case you have identified a problem with 
the
automatic update of admin/ban lists. Please let me know if the list update 
procedure
was simply unclear or if there is a real bug here.
