Missing action "Add Preceding Use Cases" in Use Case Editor #78

There should be some button or menu e.g. "[+] Manage Preceding Use Cases" in 
the Use Case Editor, section "Preceding use cases".

I would suggest to create a dialog where user can select a number of use cases 
from a list of all use-cases located in the given project.
Every use-case will be represented by a check-box.

fixed - added + button. I used FeatureEditorDialog library dialog instead of 
custom one.
