[Feature Idea] Provide an option for a persistent hover effect #57

Hey! I've been using this extension for a long time and I'm very satisfied with both its functionality and appearance. But today I realized that it would be even better if there were an appearance setting to enhance it.

Currently, when hovering over the widget, a color effect is shown that distinguishes it from the panel background. Specifically, it's the same effect as when you open the extension settings (except without the icon). I think it would be a nice visual experience if this effect could be persistent.

If you can implement this idea, that would be awesome because I think the effect looks really nice! (It also clearly shows the controllable area, which could be useful when setting a smaller fixed width.)
