question about AMRNBPacketizer #108

According to RFC3267, AMR RTP format is "RTP Header+Payload Header+ToC+Speech 
Data". But in AMRNBPacketizer the format is "RTP Header+0xF0+Frame 
Header+Speech Data".Why they are different? Thanks for any replay.
