Rennala step not showing

Beating Rennala step is only showing if some sidequests are activated, e.g. Sellen questline, whereas beating Wolf of Radagon shows up always (as a mandatory step), but that makes no sense, because if Rennala is not mandatory then Wolf shouldn't be either

for this I need to add a tag which is "show always" or something similar, so that it is displayed even if it's associated to a questline
