As title. Does this work? Any blockers?

cl-travis is being used by SLIME and I have an-almost-there branch for CFFI. It mostly lacks documentation at this point, maybe some self-tests. Next steps would be to have a well-defined upgrade policy for the software that cl-travis downloads so that they don't change unexpectedly for users.
