Changes:

Ensure that git submodules are properly pulled
Ensure the NINJA_CLEAN_BUILD_INSTALL statement exits on certain errors
Ensure swaylock has setuid (just got this out of the blue on a new install: https://github.com/swaywm/swaylock/issues/142)
